Last week, the NCAA Playing Rules Oversight Panel approved a rule change regarding kickoffs. Starting this season, fair catches inside the 25-yard line will result in a touchback and the ball being placed at the 25-yard line. This is a drastic change, where touchbacks were previously granted only when the ball was caught in the end zone.
